The problem of realization of the actions accepted for execution by an individual but lacking the necessary drive level is examined in the article. It is stated that the question of giving the additional drive to such actions should be solved through the analyses of the motivation process as a subjective part in the structure of activity (specific physic activity) which provides the initiation of activity and includes a number of intermediate elements and stages. The motivation process may run both involuntarily as a natural function may and voluntarily via mediation of cultural and social content. The voluntary character of motivation allows the realization of self-regulation of motivation in conditions of conflict of life targets of different levels due to the temporary transfer of drive from the motive to the purpose of the action. In case of the highest level of voluntary regulation of drive this process runs on the basis of intentional use of the personal values and represents volitional self-regulation of motivation process.
